Our Client is seeking to hire an experienced Capital Projects Controls manager. The ideal candidate will have a BS, MS or PhD and at least 8 years of experience providing projects controls leadership for investment projects over 100mm.

The primary purpose of the Project Controlling Lead position is to manage a group of project controllers, that is: cost estimators, project controlling specialists, schedulers/ planners, cost controllers, and expediters in addition the Project Controlling Lead ensures the development and maintenance of the group’s knowledge, organizational process assets, and tools to enable the efficient and effective support of design/ built projects with project controlling services the Project Controlling Lead promotes the use of good project controlling practices in the region
Position Description (Major tasks, Value added, Contribution context, Work relations, Qualifications)

Major Tasks & responsibilities:

1) The Lead, Project Controlling is accoun for the provision of project controlling services in investment projects of all Our Client subgroups in the region the projects range in size from 1 million USD to 50 million USD
2) The Lead, Project Controlling manages a group of cost estimators, project controlling specialists, schedulers/ planners, cost controllers,and expediters this includes the recruiting, training, guidance of project controlling personnel to develop the group and foster career opportunities for the controllers
3) The Lead, Project Controlling defines the project controlling tasks required to ensure projects receive the level of project controlling support necessary in project planning and execution to meet performance targets the main project controlling tasks are: cost estimation,scheduling/ planning, spending planning, progress monitoring and analysis, monitoring and analysis of resource utilization, project accounting, forecasting, reporting, documentation, and risk management
4) The Lead, Project Controlling ensures that all project controlling complies with  Our Client procedures, guidelines, and best practices and represent good industry practice
5) The Lead, Project Controlling is accoun for the development and maintenance of (project) controlling knowledge, organizational process assets, and tools
6) The Lead, Project Controlling is an expert in project controlling and project management and acts as a consultant to project managers and functional managers
7) The Lead, Project Controlling contributes to the investigation and resolution of compliance issues
Value Added:
Contribution to reliable project execution, that is: effective and efficient capital spending, by
1) Definition of project controlling tasks
2) Supervision of project controllers to ensure such project controlling tasks are executed in compliance with Our Client guidelines, procedures, and best practices and meet good industry practice
3) Support of project managers and line managers as a consultant for all project controlling topics
4) Advancement of project controlling knowledge and practices by the development of knowledge documents, organizational process assets, and tools and by providing training to employees and managers
Work Relations:
1) The Lead, Project Controlling reports to the Head of Project Management and Engineering
2) The Lead, Project Controlling supervises cost estimators, project controlling specialists, schedulers/ planners, cost controllers, and expediters
3)The Lead, Project Controlling works with project managers, line managers, engineers, procurement and accounting managers, contractor staff, and other stakeholders
4)The Lead, Project Controlling liaises with his peers in other regions in the definition of common knowledge documents and organizational process assets
5) The Lead, Project Controlling works within the Our Client organization and with representatives of external entities, such as contractors,vendors and suppliers, consultants, professional
Qualifications:

Required Qualifications:

1) Bachelors or Master’s degree in engineering plus eight years of experience in project controlling.
2) Proficiency in all aspects of project controlling for chemical or industrial plants from project conception through closeout
3) Field experience for design/build projects
4) In-depth knowledge of engineering, procurement and construction, and understanding of how these functions work together to meet project objectives
5) Extensive experience in driving project execution planning activities, such as scope development, scheduling, cost engineering, and procurement planning in design/ built projects
6) Extensive experience in setting up and executing progress monitoring, project performance analysis, forecasting, and reporting design/ built projects
7) Extensive knowledge of project management techniques – as, for example, defined in the Project Management Body of Knowledge of the Project Management Institute (PMI) – and tools
8) Experience in the facilitation of risk assessments and the application of stochastic methods in project execution planning
9) Experience in developing organizational process assets and tools for planning, scheduling, progress tracking, and reporting
10) Ability to lead and promote change
11) Willingness to travel within the Our Client sites in North America on a regular basis
12) Excellent analytical and problem solving skills
13) High degree of interpersonal skills and ability to work with a diverse set of stakeholders, to resolve conflicts in a constructive spirit, and to communicate requirements and results to contributors effectively

Preferred Qualifications:
14) Post graduate degree such as a Doctor of Philosophy in Engineering, a Doctor of Laws, or a Master of Business Administration
15) Certification as Project Management Professional (PMP)
16) Management experience
17) International work experience- other major financial magnitude to describe importance of the position. Capital Expenditures: 100 MM or other non-financial magnitude describing the complexity of the position (e.g. number of clients, administrative reports, products or projects)

  • PMP Certified
