Major Tasks & responsibilities:
•The incumbent is responsible for key input in the development, maintenance and recommendations of global corporate programs to assure compliance with all regulatory requirements under Process Safety Management OSHA 1910.119 EPA Risk Management of Accidental Releases 40CFR Part 68 NFPA fire protection standards and industry guidelines for hazardous materials as they pertain to
our Client NAFTA and global sites.
•This position is a key resource for the reduction and ultimate elimination of the potential for major chemical releases, fires or other catastrophic incidents at
our Client's sites.
• Direct a program of process hazard analyses and process safety reviews utilizing appropriate methodologies.
• Advise Production or project management on impacts of regulatory issues and provide in-depth, specialized technical guidance for response to these health, safety and environmental issues.
• Maintain PSRM (process safety risk management) guidelines.
• Direct the development and implementation of corporate loss prevention, pressure safety and fire protection programs and guidelines to assure compliance with OSHA, local, state and insurance regulations and requirements.
• Contribute to and lead global and regional initiatives to address process safety areas of concern through work groups and communities, e.g., Global Process Safety Directive, Global Explosion Prevention Guideline, Global Phosgene Safety Manual.
• Influence regional and global regulations through involvement in trade organizations such as American Chemistry Council, International Isocyanates Institute, Global Center for Chemical Process Safety and the Chlorine Institute.
• Direct and provide timely and appropriate technical consulting and problem solving services to

This is achieved through involvement in and leadership of Global Initiatives addressing Process Safety subjects, such as Incident Investigation, Risk Assessment, and Process Hazards Analysis.
• Direct the day to day operation of the Baytown & NAFTA Process Safety Management and Pressure Safety groups in a manner that partners with business goals and Corporate Values while meeting cost, headcount and technical requirements.
• Ensures on-time completion of Process Hazard Analysis across units, and ensures adequate support is provided for completion of PHAs across
Our client's sites.
• Manage a group of professionals that provide technical expertise, information and guidelines to the sites and business units in the areas of process safety management, to include chlorine and phosgene safety.
• Direct the execution of project, management of change safety reviews and process hazard analyses for capital projects.
• As required, provide immediate support to the scene of major incidents and lead the investigations.
• Direct training, tools development and other solutions to problems that affect sites and business units ranging from OSHA inspections and citations to process upsets and deviations.

Basic Qualifications:
• BS in Chemical Engineering + 15 years
• MS in Engineering Preferred + 12 years
• Advanced Business Degree Desirable
• Minimum of 15 years of experience in the chemical, petrochemical or pharmaceutical industry Process Safety and Risk Management experience required.
• Previous managerial experience in managing a group with diverse technical expertise
• Knowledge of regulatory requirements from OSHA, EPA and the Coast Guard
• Ability to facilitate Major Incident Investigations and responses
• Knowledge of Process Safety Management and Risk Assessment Techniques and Regulatory Requirements
• Knowledge of Fire Protection, Loss Prevention, Pressure Safety and Emergency Response

Our client's NAFTA is operated in compliance with all applicable Federal Process Safety Legislation and supporting regulations such as Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), etc.
•Position will be responsible for the management and oversight of process safety professionals who implement process safety into
our client's operations. The professionals include technical experts with knowledge in plant safety and operations, fire protection, pressure safety and loss prevention, which support all aspects of process safety, risk management and fire protection activities relating to the design and development of new processes, capital expansions and renovations.
• Position will provide leadership and immediate management and technical/regulatory support for process safety management as part of the Operational Safety organization, with specific focus on Process Hazard Identification, Risk Assessment and hazard control.
Candidate Must Have:
BS in Engineering
Minimum of 15 years of experience in the chemical, petrochemical or pharmaceutical industry
Knowledge of regulatory requirements from OSHA
Process Safety and Risk Management experience required
Previous managerial experience in managing a group with diverse technical expertise
